. . . until such time as action is taken by parliament for the formal adoption of a national flag, it is desirable to authorize the flying of the Canadian red ensign on federal buildings within as well as without Canada, and to remove any doubt as to the propriety of flying the Canadian Red Ensign wherever place or occasion make it desirable to fly a distinctive Canadian flag [Order-in-Council, Sep. 5].

The Canadian Red Ensign, since 1945 officially considered "a distinctive Canadian flag," is the British merchant navy flag, the Red Ensign, with the shield of the Canadian Coat of Arms in the fly. The coat of arms was authorized in 1921; in the upper two thirds it has the arms of England, Scotland, Ireland, and France, in the lower third a sprig of maple on a silver background.
